Allow a user to apply templates to items, but not edit templates

At the moment, there is only one permission 'edit item structures and manage templates'. If this is ON, users can apply and edit templates, but if it's OFF they can do none.
I want my team to be able to apply templates, but not haver the power to edit them.

Applying a template is essential to our team's ability to submit content for web and print purposes. However, we initially purchased GatherContent to control the format of the content submitted—which, prior to using GatherContent, was submitted in several different formats and created quality control issues. Not being able to allow our team to apply templates
without
editing them nullifies the value GatherContent has in unifying content submission, as it gives our team too much power over the styling/formatting of their content.Neil Link
I can't believe these permissions are still not separated. A million times yes!!!!
